Detention of Dr Hussam Abu Safiya

The motion

That this House expresses continuing concern over the ongoing detention of Dr Hussam Abu Safiya, the former Director of Kamal Adwan Hospital in northern Gaza, following his arrest by Israeli forces in December 2024; notes with grave concern reports that he continues to be held without charge or trial under Israel's controversial Combatants Law, that his detention has been repeatedly extended, and that credible reports indicate he has been held in prolonged solitary confinement and denied adequate medical care; further notes the vital role played by Dr Abu Safiya in providing medical care under extraordinarily dangerous conditions and in bearing witness to the destruction of Gaza's healthcare system; reaffirms that international humanitarian law affords special protection to medical personnel carrying out their professional duties during armed conflict; calls on the Government to continue to make urgent representations to the Israeli authorities for the immediate release of Dr Abu Safiya or, if lawful charges are to be brought, for due process in accordance with international law, together with immediate access to appropriate medical treatment, legal representation and independent monitoring while he remains in detention; and further calls on the Government to continue its work with international partners to uphold the protection of healthcare workers and medical facilities in armed conflict and to ensure respect for international humanitarian law.
