CONCESSIONARY TELEVISION LICENCES FOR ABBEYFIELD HOMES

The motion
That this House notes that the regulations determining eligibility for a concessionary television licence are contained within the Wireless Telegraphy (TV Licence Fees) Regulations 1991; further notes that the regulations require institutions such as Abbeyfield Homes, providing residential accommodation for the elderly, to possess a common and exclusive boundary; views with concern the BBC's interpretation of this as meaning that only detached properties can qualify for a concessionary TV licence; and believes that the BBC could interpret the regulations to include semi-detached Abbeyfield Homes, if they so chose, and urges them to do so.
