It was moved by the Earl Howe, as an amendment to Commons amendment 4, in line 1, at end to insert “and insert “in accordance with natural justice such that the person overseeing the investigation is independent of the body or person under investigation (such investigation to be confined to the facts of cases and not to consider issues of liability in law, whether civil or criminal);””; which being objected to, the question was put thereupon, and the House divided:
