Water and Sewerage Services (Northern Ireland) Order 2006
Lord Rooker moved that the draft Order laid before the House on 9 October be approved. Then Lord Trimble moved as an amendment to leave out all the words after “that” and insert “this House, having regard to the declaration of the High Court of Justice in Northern Ireland that the draft Order has not been subject to full consultation, and the repeated request of the Committee on the Programme for Government of the Northern Ireland Assembly that the legislation should be deferred, declines to approve the Water and Sewerage Services (Northern Ireland) Order 2006”. The House divided:
The Not Contents have it
Majority 75
At a glance The Not Contents won by a margin of 75 votes. The Government's position was Not Content, and it won.

The party breakdowns are our own analysis of the official voting records (recorded votes only; they do not describe the formal whip). How we work this out.
Peers attend divisions ad hoc, so there is no did-not-vote list. Tellers are counted in the Content and Not Content totals, unlike in the Commons.
Tellers: Lord Browne of Belmont (Content), Lord Laird (Content), Lord Davies of Oldham (Not Content), Lord Grocott (Not Content).
