Baroness Anelay of St Johns moved amendment 125, in clause 32, page 22, line 27, at end to insert: “( ) After paragraph 1 there is inserted— “1A In making arrangements for the functions under paragraph 1, the Secretary of State must ensure that young offenders’ safeguarding and welfare needs are addressed during transport.”” The Committee divided:
