Lord Warner moved, as an amendment to the motion that the bill be committed to a Committee of the Whole House, at end to insert “and that the Committee shall not meet until Her Majesty’s Government have completed, and published their response to, their consultation on the draft regulations which may be made under the Act, if passed”.
