Lord Tope moved, as an amendment to the original motion, to leave out from “that” to the end and insert “this House declines to approve the draft Order laid before the House on 10 February because it does not comply with Her Majesty’s Government’s published criteria with respect to affordability of the future structure, without providing more evidence on whether the course proposed is likely to achieve its declared policy objective.” The House divided:
