Baroness Meacher moved amendment 32A, in clause 75, page 64, line 14, at end to insert: “(3) This section comes into force on such day as the Secretary of State may by order made by statutory instrument appoint. (4) A statutory instrument under subsection (3) shall not be made unless a draft has been laid before and approved by both Houses of Parliament. (5) The Secretary of State may not lay a draft statutory instrument under subsection (4) until he has published a report of a risk assessment of the delegation by local authorities of their child protection functions and services. (6) The Secretary of State must publish the report specified in subsection (5) within 18 months of the passing of this Act.” The House divided:
