Human Fertilisation and Embryology (Mitochondrial Donation) Regulations 2015
Earl Howe moved that the draft Regulations laid before the House on 17 December 2014 be approved. Then Lord Deben moved, as an amendment to the above motion, to leave out from “that” to the end and insert “this House declines to approve the draft Human Fertilisation and Embryology (Mitochondrial Donation) Regulations 2015 laid before the House on 17 December 2014 and calls on Her Majesty’s Government not to lay new draft regulations until a joint committee of both Houses has been established and has reported on (1) the safety of the procedures permitted by the draft regulations, (2) the compliance of the draft regulations with European Union and domestic law, and (3) the key definitions used in the draft regulations”. The House divided:
The Not Contents have it
Majority 232
At a glance The Not Contents won by a margin of 232 votes. The Government's position was Not Content, and it lost. This was not a whipped vote, so no party line applied.

The party breakdowns are our own analysis of the official voting records (recorded votes only; they do not describe the formal whip). How we work this out.
Peers attend divisions ad hoc, so there is no did-not-vote list. Tellers are counted in the Content and Not Content totals, unlike in the Commons.
Tellers: Baroness Hollins (Content), Lord Hylton (Content), Lord Taylor of Holbeach (Not Content), Baroness Jolly (Not Content).
