Baroness Pinnock moved amendment 221, in clause 130, page 134, line 13, at end to insert—“(3A) Within the period of five years beginning with the day on which this section comes into force, the Secretary of State must by regulations prohibit any developer who has not completed all previously identified works in relation the remediation of fire safety risks from carrying out development of land in England.” The House divided:
