It was moved by the Lord Pilkington of Oxenford, in Clause 2, page 2, line 28, at end to insert:(“(e) disproportionate expenditure is expenditure that is wasteful or unrelated to the duties and functions of the Council, but shall not be taken to mean expenditure on provision that, by its nature, has higher unit costs than other forms of provision”); which being objected to, the question was put thereupon, and the House divided:
