It was moved by the Baroness Byford, in Clause 7, page 10, line 8, at end to insert: “( ) In deciding to extend abstraction licensing to irrigation by virtue of subsection (5) above, the Agency shall have regard to the length of time such abstraction has been practised and the purposes to which it has been put.”; which being objected to, the question was put thereupon, and the House divided:
