It was moved by the Lord Livsey of Talgarth, as an amendment to Commons Amendment 50, line 2, at end to insert “providing that the opinion referred to in section 89(1)(a) has been gained by the principal local authorities in the area in question”; which being objected to, the question was put thereupon, and the House divided:
