To ask the Scottish Executive whether an investigation is being carried out into any increase in numbers of perinatal deaths in the Argyll and Clyde area and, if so, who is carrying out the investigation and when the report of the investigation will be published.

All perinatal deaths in Scotland are subject to analysis to detect any worrying trends. NHS Argyll and Clyde is currently undertaking a detailed review of perinatal deaths to mothers who live in Inverclyde. An independent view of these cases will be given by Dr Gillian Penney, Director of the Scottish Programme for Clinical Effectiveness in Reproductive Health, which is part of NHS Quality Improvement Scotland. NHS Argyll and Clyde plan to report on the findings as soon as possible. The exact timing will be known once Dr Penney completes her review.

To ask the Scottish Executive how many perinatal deaths occurred in each of the last three years in (a) Rothesay and (b) Dunoon hospital and how many there were in (c) Inverclyde and (d) the Royal Alexandria hospital of children of patients from Dunoon and Rothesay.

During the period 2002 to 2004 there were no perinatal deaths at Rothesay Victoria Hospital;one perinatal death, in 2003, at Dunoon and District General Hospital; no perinatal deaths at Inverclyde Royal Hospital to mothers from Dunoon or Rothesay, and two perinatal deaths at the Royal Alexandra Hospital to mothers from Dunoon or Rothesay; both were in 2004. The information for 2004 is provisional.As mentioned in the answer to question S2W-16195 on 5 May 2005, NHS Argyll and Clyde is currently undertaking a detailed review of perinatal deaths to mothers who live in Inverclyde. To ask the Scottish Executive what the average response times were from Inverary and Arrochar ambulances to call-outs from the Cowal area in each of the last three years.

The average response times, in minutes, for all emergency incidents attended in the Cowal area by ambulances from Inverary and Arrochar are shown in the table. <table border=1 cellspacing=0 cellpadding=3> <thead> <tr> <td> Station Attending</td> <td> 2002-03</td> <td> 2003-04</td> <td> 2004-05</td> </tr> </thead> <tr> <td> Inverary</td> <td> 23.5</td> <td> 34.7</td> <td> 35.9</td> </tr> <tr> <td> Arrochar</td> <td> 0.0</td> <td> 26.4</td> <td> 35.0</td> </tr> </table> The number of overall incidents in the Cowal area has increased over the past three years (579 in 2002-03 to 826 in 2004-05). This increase meant that the ambulance based at Dunoon was out of the area more often; transferring patients to hospital in Paisley, Greenock and Glasgow. As a result, the Inverary and Arrochar ambulances have had to travel much further down the Cowal Peninsula to attend incidents which has resulted in a lengthening of response times.This risk has largely been addressed following recent investment in the area which has seen the ambulance service, on 4 April 2005, introduce an additional accident and emergency unit into Dunoon, which will help support patient transfers out of the area.

As the overall number of incidents has increased so has the number of occasions on which the ambulance based at Dunoon has had to go out of the area transferring patients to hospital in Paisley, Greenock and Glasgow. The imposition of weight limits on local roads on Mull is a matter for the Argyll and Bute Council as roads authority. Scottish ministers have no powers to intervene and no assessment has been carried out.
