I and my officials met with representatives of Fife Council and other partners, including Iain Smith MSP, on 22 December 2010, to discuss the campaign to retain RAF Leuchars in light of the potential threat posed to its future by the UK Government''s Strategic Defence and Security Review.

The First Minister last met with members of the Moray Task Force by videoconference on 7 December 2010 to discuss the campaign to retain the RAF bases at Lossiemouth and Kinloss in light of the potential threat posed to their future by the UK Government''s Strategic Defence and Security Review.

The Scottish Government is working closely with Fife Council and partners to ensure that the strongest possible representations are made to the UK Government for retaining RAF Leuchars. Following my meeting with Fife Council, local MSPs and business leaders on Wednesday 22 December 2010, the Scottish Government has agreed to support the campaign to secure the future of RAF Leuchars by continuing to press the UK Government for: the retention of RAF Leuchars; clarity on the timing of any further decisions, and for baseline information to support Fife Council in developing a full assessment of the contribution of RAF Leuchars to the local economy and to local services. Financial support provided in Moray is specifically for those adversely impacted by the withdrawal of the RAF from Kinloss, where that outcome is already known. We will continue to provide advice and support and to make the strongest possible case for retaining both RAF Leuchars and RAF Lossiemouth. I will be meeting again with Fife partners soon.

The Scottish Government has not provided direct financial support to the campaign to retain the Moray bases. Scottish Government ministers and officials have worked very closely with the task force and other public sector partners to ensure the best outcome for Scotland. In addition, we are taking steps to address the impact of the planned closure of Kinloss. The First Minister announced a £300,000 package of skills and training support for Moray on 22 December 2010. This will provide alternative training opportunities for individuals made redundant or at threat of redundancy following the announcements made in the Ministry of Defence Strategic Defence and Security Review. The Scottish Government will continue to work closely with the Moray Task Force to respond effectively to the planned withdrawal of the RAF from Kinloss and to ensure that robust representations are made to the UK Government for securing the future of RAF Lossiemouth.

The Scottish Government views the retention of the RAF bases at Lossiemouth, Kinloss and Leuchars as an issue of national importance. We have been pressing the Ministry of Defence (MoD) for clarity on the future direction of the Strategic Defence and Security Review (SDSR), in order to ensure that robust representations are both developed and made to the UK Government in advance of any detailed decisions being taken in respect of any of the RAF bases in Scotland. On 27 October 2010, the First Minister requested an urgent meeting with the Secretary of State for Defence to discuss the SDSR implications for Scotland. The First Minister met with the Secretary of State for Defence on 11 January 2011 where he pressed the Secretary of State for clarity on the timing and scope of the base review; for engagement with potentially affected communities to ensure that socio economic impacts of any changes can be properly assessed and submitted to the MoD prior to any decision; and for the UK Government to recognise its role in supporting communities that may be affected by the bases review.

The Scottish Government views the retention of RAF Leuchars as an issue of national importance, and we are making the strongest possible representations to the UK Government for securing its future. The cross party submission to the UK Government in September 2010 outlined the contribution that RAF Leuchars and the other bases in Scotland make to our local economies and communities. That contribution, and the need for the Ministry of Defence to take social and economic impacts into account within the UK Strategic Defence and Security Review (SDSR), was reinforced at a quadrilateral meeting which I and my counterparts from Wales and Northern Ireland had with the Secretary of State for Defence on 28 September 2010. The case for retaining RAF Leuchars was again made by the First Minister at his meeting with the Secretary of State for Defence on 11 January 2011. In addition to the above, and in liaison with Fife Council and other partners, my officials continue to press the Ministry of Defence for clarity on the future direction of the SDSR, in order to ensure that robust and timely representations are made to the UK Government in advance of any decisions being taken in respect of RAF Leuchars.

Although the Scottish Government does not fund the Forum for Environmental Volunteering Activity (FEVA), we have funded a number of initiatives for the benefit of member organisations across the FEVA network as summarised in the following table. The Volunteer Managers Development Programme includes training and networking, some of which is carried out and promoted through FEVA, and the project co-ordinator''s work contributes to FEVA activities.
