Thanks to there being 172 more police officers in Grampian Constabulary at 30 September 2010 compared with March 2007, as a result of our pledge to deliver 1,000 additional officers in our communities, Grampian had 28 full-time equivalent police officers per 10,000 head of population on 31 March 2010, compared to 26 on 31 March 2007.</b></p>

To ask the Scottish Executive whether it will consider introducing a floor to the local government funding formula so that no local authority receives less than 90% of the average allocation per head.

The distribution formula for the 2011-12 local government finance settlements has already been agreed with COSLA. It includes a floor to limit the year-on-year change in councils'' allocations. The change suggested would cost around £120 million a year to implement and that would either have to be found by cutting funding to other councils or by reducing budgets of other portfolios. However, we are always open to suggestions for improving the formula as part of the consultation process for future settlements.</b></p>

The Scottish Police Services Authority (SPSA) delivers forensic science services to all eight police forces and the Crown Office Procurator Fiscal Service on a national basis. The SPSA is committed to creating an improved and responsive national service and has been carrying out extensive engagement with stakeholders over the last 18 months as part of its forensic modernisation programme. I anticipate SPSA will submit proposals for the Scottish Government''s consideration later this month. We will carefully consider SPSA''s proposals before reaching a decision.</p>

To ask the Scottish Executive when the Cabinet Secretary for Health and Wellbeing last met the chief executive of NHS Grampian and whether she discussed the impact of current funding difficulties on the delivery of frontline services.

I meet the Chief Executive of NHS Grampian at various times throughout the year, for example when I chair the NHS board''s annual review. Officials from the Scottish Government Health Directorates meet the chief executive regularly and did so most recently on 15 June 2010. Discussions cover a range of current matters affecting service delivery, including the NHS board''s investment of its increased funding allocation for 2010-11 in frontline services.</p>
