As announced in the budget statement on 17 November 2010, the M74 Junction 5, Raith scheme will be taken forward as part of a non-profit distributing contract with the M8 Baillieston to Newhouse and M8, M73, M74 Network Improvements schemes.</p> <p >Subject to a successful outcome of the public local inquiry of the M8 Baillieston to Newhouse scheme (including parliamentary approval) and the successful completion of the statutory procedures for all three schemes including the making of the orders, procurement is programmed to start in 2011-12. A thorough review of the project will be carried out before any more definitive timetable can be issued.</p>

We intend to examine the benefits of including the M74 Junction 5, Raith Scheme in the proposed Not for Profit Distribution (NPD) procurement of the M8 Baillieston to Newhouse Scheme. Ministers have announced that should a favourable decision on the M8 Public Local Inquiry be made, a thorough review of the remaining stages of the project will be required.</p>

The terms of the Criminal Injuries Compensation Scheme are governed by the Criminal Injuries Compensation Act 1995. Changes to the Scheme are matters for the UK Government. The Criminal Injuries Compensation Authority is the cross border public authority that administers the Scheme throughout Great Britain on behalf of the Ministry of Justice, and its case officers can exercise discretion within the terms of the scheme.</p>

The legal aid scheme already meets the legal costs of defendants in criminal cases where it is considered that they would suffer undue hardship if they did not have access to publicly funded legal assistance.</p> <p >We have no plans to provide for the legal costs of individuals who choose not to apply or are ineligible for support under the legal aid scheme.</p>

The Scottish Government has invested £3 million per year for three years in the Mental Health Collaborative which is specifically tasked to support the NHS to deliver its four mental health HEAT targets.</p> <p >This money funds a national team which works with boards on improvements needed to meet the targets, and additional time within boards to enable key board staff to focus on delivering these improvements</p> <p >A formal performance management structure is also in place to support delivery of the targets, including a risk assessment process; a regular management board meeting, and performance review visits.</p>
