From 4 July to 8 July 2022 I visited Munich and Berlin, Germany, as part of a cross-Party delegation from the Scottish Parliament, meeting Parliamentarians, public officials and business representatives, as a guest of the Hanns Seidel Foundation. The costs of the visit, including travel, accommodation, meals and translation services amounted to £1460 and were paid by the Hanns Seidel Foundation (a political research foundation of Munich, Germany). From 10 to 14 November 2019 I attended an international conference on Federalism in Munich, Germany, as a guest of the Hanns Seidel Foundation. From 12 August to 17 August 2018 I participated in a visit, by the Cross-Party Group Building Bridges with Israel, to Israel and the Palestinian Territories. During the course of the visit the CPG travelled extensively across Israel and in addition visited the Occupied Palestinian Territories. I met with many organisations and individuals to hear and discuss issues of concern and areas for possible future engagement. The costs of my visit were met by the Embassy of Israel in the United Kingdom (MFA) (of 2 Palace Green, Kensington, London W8 4QB) and in respect of my travel, accommodation and hospitality are estimated to be of the value of £2,200. To ask the Scottish Government whether it plans to introduce a national strategy plan for the location of AI data centres or allow local authorities to determine this on an individual basis.

Decisions on the location of such developments are currently taken through Scotland’s plan-led planning system. This includes the National Planning Framework 4 (NPF4), which sets out national planning policies and priorities, alongside local development plans prepared by planning authorities. Together, these ensure that proposals are assessed in a consistent manner. Ministers are considering whether additional strategic coordination is required to support future investment, manage cumulative impacts on infrastructure, resources and communities. In a response to Martyn Day MSP on Thursday 25 June, I advised that the Scottish Government is urgently considering whether more formal guidance is required to help local planning authorities. In a response to Gillian MacKay MSP on Thursday 25 June, the First Minister set out that he is giving active consideration to whether the Scottish Government should provide planning guidance to balance the rapid expansion of hyperscale data centres with national energy and climate goals, which are vital to our future prosperity.
