Answer · Mary Mulligan: Local authority building control departments are responsible for enforcing building regulations. This includes work carried out by the local authority.

To ask the Scottish Executive what powers it has to introduce a self-certification scheme for window companies in respect of compliance of glass used in replacement windows with low emissivity regulations.
Answer · Mary Mulligan: The Building (Scotland) Act 2003 introduced new powers on certification of design and construction. These powers will be implemented through secondary legislation.
