To ask the Scottish Executive what referral paths there are for professional psychological therapy or counselling for trauma experienced by victims of sexual assault or childhood sexual abuse and whether the service provision differs according to gender.

NHS boards are responsible for providing treatment for people who have experienced trauma, including access to psychological therapies. Referral to these services can be through a number of different routes including referral by a GP or self-referral. Since 2007 the Scottish Government has provided funding of £3.8 million through the National Strategy for Adult Survivors of Childhood Sexual Abuse to help address the needs of adult survivors of childhood abuse. This includes funding to statutory and voluntary organisations to develop a wide range of services for survivors including preventative work, support and counselling. In 2009, after identifying a need for improved services for men, specific funding was provided to develop services for male survivors. Further details can be found at www.survivorscotland.org.uk.

We are working closely with our partners, including the Scottish Arts Council and Learning Teaching Scotland, to develop an action plan of practical steps to enhance the use of the arts, culture and creativity in the delivery of Curriculum for Excellence. This will build on the outcomes of a successful ministerial seminar with representatives from both the education and culture sectors held on 15 December 2009.

To ask the Scottish Executive what progress is being made toward creating a task force for co-ordinating marine renewables construction and transmission over the next five years.

A number of joint industry and public sector groups are already working on a range of activities aimed at accelerating the development of the offshore wind and wave and tidal energy sectors. For example, the Offshore Wind Industry Group and Pentland Firth Delivery Group are tackling important issues such as supply chain development, finance, skills, planning and grid infrastructure. Scottish Enterprise and Highlands and Islands Enterprise are leading the National Renewables Infrastructure Plan which takes a strategic approach to the development of the port, harbour and manufacturing facilities that will be required to grow Scotland''s offshore renewable industry. We will shortly make an announcement on the coordination of all of this activity under the chairmanship of Sandy Cumming.

To ask the Scottish Executive what measures are being taken to assess energy usage and promote energy conservation in mobile homes.

The Energy Assistance Package offers insulation and heating measures for eligible households living in residential mobile homes. These will proceed once technical development of the most appropriate measures for mobile homes has been completed in the near future. The Scottish Government also funds a number of schemes managed by the Energy Saving Trust which provide support for permanently sited mobile homes. These steps reflect Scottish Government research on mobile homes which highlighted affordable warmth and fuel poverty as significant issues.

To ask the Scottish Executive what statistical information it has documenting closures of pubs, village stores, post offices and schools affecting rural communities in Scotland and the impact of those closures on rural communities.

The Scottish Government holds statistical information in the form of business registers and surveys that could be used to document closures of schools and provide estimates of the change in the number of rural enterprises, such as pubs, village stores and post offices, over time. The Scottish Government does not hold any statistical information that captures the direct impact of those closures on rural communities.

I am pleased to announce that the final version of Scotland''s second National Planning Framework was published and laid before the Scottish Parliament this morning, 25 June 2009. The National Planning Framework for Scotland 2 builds on the first National Planning Framework (NPF), drawing on the analysis contained in the NPF monitoring report (September 2006) and the views of stakeholders following an extensive programme of public engagement and Parliamentary scrutiny. The framework takes forward the spatial aspects of the Government''s Economic Strategy. It articulates the spatial consequences of policies for transport, energy, climate change, waste management, water and drainage, flooding etc, rather than making policy on these matters. It provides a means of efficiently delivering national policies and programmes and identifying key strategic infrastructure needs which support the Scottish Government''s central purpose of sustainable economic growth. Copies of the National Planning Framework for Scotland 2, the accompanying Participation Statement including Final Conformity Report, and a statement in response to the Views of the Scottish Parliament on the Proposed National Planning Framework are available from the Scottish Parliament''s Information Centre (Bib. numbers 48492, 48493, and 48494).
