Youth unemployment is a key priority for the Scottish Government, and I have taken a range of actions since my appointment to tackle the unacceptably high levels across Scotland but specifically in those areas most affected. North Ayrshire’s claimant count rate of 11.4% is the highest in Scotland and we must do everything possible to address this.
On 19 March, as part of a package of funding of £9 million for local authorities most affected by high youth unemployment rates, I announced funding of £828,000 for North Ayrshire local authority to support their work to increase employment among 16 to 24 year olds in that area.

I can confirm the Government will establish four Enterprise Areas in Scotland. In collaboration with Scottish Enterprise and Highlands and Islands Enterprise, Scottish Government officials identified a number of potential sites across Scotland. These sites have been rigorously assessed against criteria, including the need to improve local economic performance and the opportunity to generate additional economic activity. By focusing on growth sectors, we aim to create new employment opportunities and stimulate increased private investment, boosting economic growth.
Subject to detailed discussion with the relevant local authorities on aspects of implementation, for example a streamlined approach to the planning process proposed by the COSLA leadership board and agreed with ministers, the government plans to include the sites in the following table within Scotland’s Enterprise Areas and aim to have them operational by April 2012:
