Make the age required to pay an adult fare on public transport 18 rather than 16

What the petition asks
On public transport you are allowed to buy a child's ticket until the age of 15 but at 16 you are required to buy an adult ticket which is a lot more expensive, and this causes a problem because people at 16 are still in education and most require public transportation and struggle to afford it.
