What the petition asks
Manchester City Council has banned the homeless from sleeping and living in tents, forcing them to find unorthodox items to shelter in and to brave the elements. These people need our help and they should be free to use a tent if they so wish to.

Why it was rejected
It asked for something that is not the responsibility of the UK Government or Parliament.
The decision taken by Manchester City Council, appears to have involved a court injunction. The UK Government doesn’t have the power to overturn a court injunction.
You could petition Manchester City Council. You can use this page to find out how to start a petition on Manchester City Council’s e-petition site:

You could also contact local councillors about this issue. You can use this page to find out who the local councillors are and how to contact them:

The court will have taken its decision on the basis of existing law. Parliament has the power to change the law. You could therefore start a petition calling on Parliament to change the law to protect the use of tents by homeless people. This would have an effect across the country, not just in Manchester.
