Set a standard cost for all drivers up to the age of 25 for car insurance.

What the petition asks

New drivers all across Britain are faced with lots of financial difficulty; the worst of which being car insurance.
New drivers are being penalized for driving on the roads of "Great Britain" and are struggling to deal with everyday costs of either running a vehicle or affording a place to live.
A new driver will spend around £1500 on lessons and tests to pass and then an additional fee on the licence. Then they have to spend around £1000 on a reliable car, and also pay £3500 insurance for the initial 1st year with a telematics box.
Make all drivers up to the age of 25 pay a low reasonable insurance premium and have a telematics box fitted to the vehicle. If people drive outside of these parameters increase their premiums! Keeping it lower for the people that want to drive sensibly.

Why it was rejected

It asked for something that is not the responsibility of the UK Government or Parliament.

The cost of car insurance is a decision for insurance companies to make, rather than the Government or Parliament.

You could start a petition asking for tighter regulation of car insurance costs, or asking the Government to work with insurance companies to lower the costs.
