Smoking in a car with anyone under the age of 18 in scotland a criminal offence

What the petition asks
As of 1st of October 2015, in England and Wales ONLY it is illegal for anyone to smoke in a car while a person under the age of 18 is present, I am calling for the government to extend this law to scotland. I do not understand why the law should go into force in England and Wales ONLY.
