the government to have local councils provide homeless shelter in winter months

What the petition asks
Why should the homeless suffer so much in winter months when local councils have empty properties that could and will save lives during the coldest months of the year
I believe the evidence is around us all everyday ,I also believe it will save nhs spending local police spending , there are also many volunteer orgs that would be willing to help
