What the petition asks

Living in close proximity to other people requires showing a certain amount of consideration. Unfortunately this isn't always the case, especially at night time when peace and rest is so essential, especially if you have an early start the following morning for work or you have young children

This can be particularly distressing if you are unable to speak to your neighbours or they become aggressive towards you. Furthermore if you have raised the issue with the local authority who also seem reluctant to help, this can be a very unpleasant and potentially intimidating experience.
