Make refusing a guide/service dog a criminal offence enforceable by the police

What the petition asks
Improve current laws to make refusal of such dogs enforceable by the police. 75% of all guide dogs in the UK have experienced access issues, the highest ever. Give police the power to enforce, order and prosecute to enshrine their freedoms. Offenders must be fined heavily on the spot.
