What the petition asks
Under the current unfair and discriminatory requirements for an adult dependent of a British Citizen:
The applicant must, as a result of age, illness or disability, require long-term personal care and unable to obtain the required level of care in the country where they are living.

A British citizen and his/her children have a right to family life, to live with their parents and grandparents under the Human Rights Act, Article 8.
This current visa requirement and fees charged are unfair, discriminatory to a British citizen who has contributed fair share of taxes and national insurance, whereas EEA nationals who have never contributed to the UK are allowed to bring non EEA adult dependent relatives free of charge and without any requirement to prove long term care criteria
