Laser pointing devices should be classified as an offensive weapon when used and pointed at aircraft that disrupts the flight or distracts the pilot.
Lasers pointing devices that cause pilots to take evasive action to protect themselves, the crew & passengers as well as the public below the aircraft, should be classed as an offensive weapon.
It is well documented in the media, most recently http://www.bbc.co.uk/news/uk-35580261 when a laser pointer is used beyond its normal & intended use as a pointing device, it should carry the same classification as a firearm.
