What the petition asks
It is quite clear that Heath overstepped the mark and Constitutional advice with ECA1972.

The police in Westminster are now in possession of many submissions to them describing this treasonable action. So far they have refused to take action thereby committing misprision of high treason. This needs to be discussed at the earliest opportunity since a Referendum clearly compounds this treason.

Why it was rejected
It was not clear what the petition asked the UK Government or Parliament to do.
