Lower the legal age of smear tests from 25 to 16

What the petition asks

I have seen so many cervical cancer stories from people under the age of 25 and this has resulted in a tragedy. Smear tests would detect any problems related to this and action could be taken, but since the legal age is 25 this cannot be implimented.
