What the petition asks
Currently the courier used is seen as a service offered to the seller however really it is just as much a service for the buyer.
Because the buyer has know knowledge of what courier will be used they are unable to avoid companies that have provided them with poor service in the past.

This results in a non-functioning market where prices are driven to low level by consumer demand for free delivery but there is no balance where demand for the services reduce due to poor service.
The simple market solution to this problem is to allow consumers to vote with their wallet by giving them the choice to not use couriers who provide them with a poor service.
