Change the law on train fines

Train companies are taking advantage of the fine system. Just recently I had a fine even tho I had the money in hand to buy a ticket, I was then treated like a common criminal. People up and down the UK are getting the same treatment and it needs to stop. fine the actual dodgers not the payers
