Make local councils responsible for the law on cannabis in their area.

What the petition asks
The government has decided that a nationwide legalisation of cannabis is not on the cards, so perhaps a council by council ruling (bylaws) could be an alternative. A more democratic way that would allow the trialling of a regulated market in small areas first.
A similar model has worked exceptionally well in the US, so why not learn from their successes and follow suit? Let the people decide what's right for them.
