This would ensure that a minimum of 40% of the UK electorate is in favour of leaving the European Union before any change can happen.

The UK government has tried to ensure that constitutional changes in former Commonwealth countries have only happened after demonstrating majority support by a minimum turnout in an election or referendum and a significant majority in favour of the change. We should apply the same standards to ourselves.
