Article 2: Right to life

Everyone’s right to life shall be protected by law. No one shall be deprived of his life intentionally save in the execution of a sentence of a court following his conviction.

Freedom of expression is NOT absolute!
No amount of the protection of freedom of expression should be at the expense of the absolute right to freedom to live.

We're not sure what you mean by "intern hate preachers". It's the responsibility of the police and the courts, not the UK Government or Parliament, to investigate crimes and, where appropriate, sentence people who are guilty.
