What the petition asks

George Osborne lacks the qualifications and experience to be in charge of the UK budget. He has made some unacceptable decisions since the election, especially in the last budget with his attacks on the poorest members of society.
As he has missed all of his self imposed targets, he needs to be replaced by someone with some ability to perform the job at hand.

Why it was rejected
