What the petition asks
I think all road users should be insured. I think it is unfair and discriminatory to have compulsory insurance for my vehicle when other road users don't have to.
For instance: If a cyclist runs into my car and causes damage I am left to foot the bill and I am left out of pocket.
Having insurance would eliminate this problem.
We could also look at issuing cyclists with registration plates in the future but this would stick with the rider rather than the bicycle.
Bicycles should also pay vehicle excise duty like other road users to cover the costs of their cycle lanes although the lack of emissions produced would allow the taxation to remain low.

Why it was rejected
