Allow a Victim Surcharge Discretion when Sentencing Youths

What the petition asks

Young people appearing in the Criminal Justice System, may be resident in Care Homes, from poor backgrounds or without the means to discharge the level of Victim Surcharge that MUST now be applied to every person when convicted.
Effected through The Criminal Justice Act 2003 (Surcharge) Order 2012 (“the 2012 Order”), a court must order the Victim Surcharge when it deals with an offender in respect of an offence committed on or after 1 October 2012. Offenders under 18 years at the time the offence was committed must be ordered to pay between £10 and £20. The absolute position in Law, does not allow for any exercise of discretion by the Tribunal.
