Assess both parents income when working out child maintenance

What the petition asks
The new child maintenance service should take the receiving parents finances into consideration, to not put the paying parents family in poverty. The system at presents potentially can take from one child to give to another. Finances from both families should be assessed to make a fairer system.
The child maintenance does not take into consideration out going payments such as Rent and other financial obligations potentially putting a paying parents family at risk of being evicted.
Maintenance should be based on individual cases. Currently the service does not take into account that the receiving parent could be with a high earner potentially putting another family in poverty. It also does not take into account an older child whom maintenance is being paid for is in part time work.
