Cycling helmet to be a legal requirement when on bicycle

What the petition asks
Too many people are seriously injured or even killed because they do not wear a cycling helmet, having suffered a nasty accident I know how important this bit of kit is to all sensible cyclists.
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
