What the petition asks
We British public love our dogs so creating a Dog Licence Act 2016 would create a system which would support policing of dog owners and create a welfare fund for shelters.
To make a legal requirment for all dog owners to have Insurance, Microchipping, Vet Registration and a Dog Licence.

The UK Population of Dogs is 8.5m fact from RSPCA 2015.
If we charge a fee of £10 per month per Dog Licence of any breed or £120 per year, this would create just over 1 Billion pounds of which the money should be split between the Police for enforcing also administrating and the Animal Shelters to look after dogs in need.
To own a dog the licence criteria must be meet, the dog must be insured, microchipped and registered with a vet, the licence will hold all this information.
