Stop the mistreatment of horse by stopping grazing on common land

What the petition asks

The mistreatment of animals must stop whenever necessary

Currently in Cardiff there are possible 20 horses left to graze on public land between Newport and Cardiff . My opinion is that these actions should become illegal, cruelty must stop. These horses are alone 24 hours a day , tied between 2 to 3 metres from busy main road. Passing traffic includes lots of HGV's. They are not provided with any shelter or food .
