Introduce 'Emily's Law' to ensure health and safety on privately-owned boats

What the petition asks
15 year old Emily Gardner from Gloucestershire died when her friend's boat capsized at sea. A catalogue of errors led to her death including the fact she was wearing a damaged and ill-fitting buoyancy aid. No laws currently exist to ensure that health and safety is observed on leisure craft.
