What the petition asks
The Vienna Convention of 1969, which says that the termination of a treaty does not affect any right, obligation or legal situation of the parties created through the execution of the treaty prior to its termination. And so 'Termination' to explicitly be no sooner than expiry of Article 50 period.
To place at the heart of the negotiations for withdrawal from the EU the right for any British Citizen who wishes to remain a European Citizen to be allowed residency in any remaining member state, in accordance with their established but outgoing rights as EU citizens, for the purpose of attaining Citizenship of that state and thereby enabled in remaining a citizen of the EU in association with becoming a citizen of the new home nation.
