Make it compulsory for people to stop if they Run over a cat and get it to help

What the petition asks

Cats do run out into roads and it's sometimes unavoidable and no one wants a worse collision with other cars trying to avoid one
But it should be compulsory to stop and call number on collar or take it to the nearest vet for help, animal shouldnt be made to suffer for hrs in pain from rta injuries
Cats left for hours to die slowly of injuries
Owners never knowing what happened
People don't have to leave their details if they do hit one and won't be held accountable due to the nature of cats running about free but anyone seen hitting one and not stopping to get help should be accountable

There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
