Impose a tuition fee cap for international students

What the petition asks
The fees for Home/EU students are controlled by the UK Government; however, there isn't a cap for the international students. Institutions may charge international students up to 3 times the Home/EU fees. In addition, institutions may continue to raise the tuition fees. This should be capped.
