Benefits should not pay for luxuries or for people to go out socialisng and buying items working people consider luxury and difficult to afford.
People on benefits need support to live but they should not be able to spend this tax payers support on items working class people struggle to afford. Shops would be limited in the items they can sell and prosecuted if they sell alcohol, cigarettes, lottery tickets, holidays etc.
Pre-loaded cards should be in the form of photo ID and a database to have the ability to store the bar codes of items purchased as a way for debt advisors to support budgeting if required.
