Scrap or Amend the TV Licence to be a subscription service and decriminalise it

What the petition asks

The TV Licence is an outdated concept. We now have many choices for subscription based services such as Amazon, BT, Sky, and Virgin Media. Why must we pay money to these as well as the BBC!? The Licence is also NOT means tested. Why should someone on £30,000 a year pay the same as someone on £7000?
7,000 homes have blocked visits by enforcement officers by removing the 'Implied right of access' to their properties. At the very least this should be decriminalised. Many cannot afford the fee and are facing a criminal record, when previously having no record at all.
